NRW.URBAN parcel award Designstadt / Folkwang University of Arts

In the trust order of the state of North Rhine-Westphalia (NRW) for the "North Rhine-Westphalia" property fund, NRW.URBAN plans the sale of four parcels of land of the Zollverein coal mine industrial complex in Essen with an obligation to build. Among other things, the buyer(s) should be obligated to construct the Folkwang University of the Arts, to construct a hotel as well as to construct buildings for creative industry and residential buildings.

The parcels of land are advertised to bid by means of a Europe-wide negotiated procedure with upstream competitive participation.

In the previous procedure for the sale of these parcels of land, a VOF procedure (tendering procedure for professional engineering services) for the architecture of the Folkwang University of the Arts was already carried out. After the rescission of the original purchase contract, the designs of the VOF procedure are not mandatory, however, new designs must meet the same requirements as also specified in the VOF procedure.

We are advising NRW.URBAN on preparing and implementing the planned awarding of property, particularly in the design of the award documents and contracts as well as in the contract negotiations with the bidders.
