PPP pilot project "Lippe Streets" began with Heuking Kühn Lüer Wojtek

On 19 June 2006, the district council of the district of Lippe decided to announce a europe-wide bidding process invitation procedure for the PPP project Lippe Streets. This represents the starting signal of the first municipal PPP project in Germany for an entire network of streets. "In the future the district of Lippe will operate its streets in accordance with the life cycle concept. In cooperation with a private partner, it will plan, construct, maintain, and operate the streets. This is not just a pilot project for the PPP task force in North-Rhine Westphalia, but for all of Germany," said Dr. Ute Jasper, attorney and partner at Heuking Kühn Lüer Wojtek. The specialist for contract and public procurement law advises the district of Lippe with regard to the street project and has developed the concept as well as the procedure and models. The district of Lippe expects savings of over 20%. If the towns and municipalities participate, the advantages will increase even more.
