Jointly with the special purpose association Regional Transport Westphalia-Lippe (NWL) and Nahverkehr Rheinland GmbH (NVR), the Rhine-Ruhr Transport Association (VRR) issues new invitations to bid on railroad lines in North Rhine-Westphalia with the assistance of Heuking Kühn Lüer Wojtek.
VRR will use a vehicle financing model developed by Heuking Kühn Lüer Wojtek, where the vehicles are selected by the bidders and financed by the contracting authorities. The railroad line operator benefits from the favorable financing conditions for the public sector. In the end, more funds are available for investments in more modern trains and thus for the comfort of passengers.
"In the past three invitations to bid, the financing model has led to considerably more favorable pricing," Dr. Ute Jasper, Partner at Heuking Kühn Lüer Wojtek, explained the advantages of the financing model. In addition, this model would allow smaller and mid-sized transport companies to compete again. "This shows: competition is good for business," Jasper continued.
Bidding will be invited on the transport contract for regional rail transport services on regional express train lines RE 7 (Rheine - Munster - Hamm - Hagen - Wuppertal - Solingen - Cologne - Neuss - Krefeld) and RB 48 (Wuppertal-Oberbarmen - Solingen - Cologne - Bonn - Bonn-Mehlem) for the years 2015 until 2030.
The vehicle financing model had already been used at the invitation to bid on line RB 47, on the Haard axis (lines RE 2/RE 42) and on rapid transit lines 5 and 8.
