The German state of Baden-Württemberg has awarded the Gäu railroad line between Crailsheim and Constance/Freudenstadt to DB Regio AG. The regional rail passenger transport competition fully met the financial expectations of the Stuttgart Ministry for Transport and Infrastructure. According to Professor Lahl, one of the reasons for that was the vehicle financing model offered by all bidders. For the first time, DB Regio had also used this model.
"The new vehicles and the expanded services can be financed, because Baden-Württemberg organized an open and fair competition procedure with a financing model tailored to the state," commented Dr. Ute Jasper, head of the public procurement team at Heuking Kühn Lüer Wojtek. "It is already a minor sensation that the financing model was generally accepted by all bidders, including DB Regio. This is also a huge success for our team,“ said Jasper.
The procedure was concluded without the delays, otherwise customary in regional rail transport, caused by legal disputes before the procurement chamber, such as at the one currently pending for the Nuremberg rapid transit railway line. The procurement calendar in Baden-Württemberg provides for additional contracts yet to be awarded in 2015. The Stuttgart networks are next, with an order volume of about four times as large.
