Heuking Kühn Lüer Wojtek Supports ZDF in Award Procedure on the "Three-Step Test"

In the scope of the "state-aid compromise," the European Commission placed strict requirements on the public broadcasting organizations in Germany with regard to their Internet offerings. Broadcasters need to prove by means of a "Three-Step Test" that the respective Internet offer is part of the basic services, for which neutral expert reports have to be submitted.

On June 30, 2009, ZDF's television council started with the invitation of tenders for such expert reports. Heuking Kühn Lüer Wojtek provides counsel to ZDF under public procurement law. Responsible Partner: Dr. Martin Schellenberg, Hamburg office.
