VRR is entirely redesigning ticket sales – Heuking Kühn Lüer Wojtek accompanies the award procedure

"It cannot be that adult education centers are offering courses on how to operate a ticket machine." This is how Martin Husmann, Chairman of the Board of transport association VRR AöR, aptly summarizes the problems associated with ticket sales in an interview with Rheinische Post of October 17, 2016.

Jointly with Heuking Kühn Lüer Wojtek, VRR will procure new ticketing machines, allowing customers to obtain the right ticket with just three clicks. The service provider is also to reorganize the customer centers and sales points at railway stations. For the first time, automated video machines will also be used. The objective is not only to provide services more economically, but also service orientation and customer satisfaction.

Dr. Ute Jasper and Dr. Laurence Westen, lawyers in Heuking Kühn Lüer Wojtek’s Public Sector & Public Procurement practice group structured the bidding procedure and prepared the bid documents. They were supported by Dr. Lutz Keppeler, Expert for IT-Law at Heuking Kühn Lüer Wojteks Cologne Office and Dr. Stefan Proske, expert in Insolvency law from Berlin.

Dr. Ute Jasper is one of the most renowned lawyers for procurement and infrastructure projects in the public sector. She advises federal and state ministries, municipalities, and businesses. Ute Jasper heads Heuking Kühn Lüer Wojtek's "Public Sector & Public Procurement" department. For years, she has been ranked number 1 in JUVE Handbook of Commercial Law Firms, most recently in its 2015/2016 issue, and according to "Law Firms in Germany" is the "premier contact on the market" for infrastructure.

Dr. Laurence Westen is a lawyer in the "Public Sector & Public Procurement” practice group, Düsseldorf.

The Public Sector & Public Procurement department has been one of the three best procurement law practices for years. Since 1991, it has advised on awards, restructuring, large-scale projects, and cooperations in the public sector and has accompanied several hundred large-scale projects of the federal, state and local authorities and their subsidiaries with a total volume of more than EUR 20 billion without any procedures having been successfully challenged.
