Charité University Hospital Berlin - CFM Facility Management

Charité University Hospital in Berlin planned to professionalize facility management tasks to improve operating efficiency and quality of performance. The new and successful factor in the model was the consistent integrated approach, which was a first for the health care industry.

In order to do this, the business model of an income tax group was selected in the legal form of a GmbH (limited liability corporation) and an external facility management service provider consortium was added as a minority interest company, thereby guaranteeing the necessary expertise. The goal is ambitious, yet realistic: Charité CFM Facility Management GmbH is supposed to achieve savings in the triple-digit million range for the public budget by 2010.We supported the process from its design, through the contract award process to the implementation of the planned founding of the companies. The contract and project volume amounts to approximately EUR 120 million per year and is planned for a term of at least five to seven years.

Heuking Kühn Lüer Wojtek supported Charité-Universitätsmedizin in the restructuring of the commercial, technical and infrastructure facility management.


As part of a negotiation process with upstream Europe-wide competition, Charité transferred the duties to a newly founded corporation, Charité CFM Facility Management GmbH, a PPP company, in which Charité holds a 51% share and the private partner found by the process for issuing the contract holds 49%. The structure guarantees that high quality services can be provided in a sustainable and permanent manner.
