Efficient patient allocation not only for Covid-19 cases

Every minute counts in emergency rescue. If paramedics do not know the fastest way to the emergency room after an accident, valuable time is lost. This is all the more true in the event of a disaster or when intensive care units reach their capacity limits in times of rising infection rates.

A solution is offered by something referred to as “treatment capacity proofs.” The bulky name refers to high-tech software that closes the information gap between emergency services and hospitals while relieving emergency control centers of work: A central data storage system notifies rescue services in real time which emergency rooms and surgery capacitates are currently available. The allocation is specifically tailored to the injury patterns.

Now Schleswig-Holstein is also introducing such a system with the state itself establishing the legal basis for it. The municipalities responsible for the emergency services, their control centers, and hospitals initiated the project under the leadership of the district council in Kiel.

Heuking Kühn Lüer Wojtek drafted award documents and the contract for the EU-wide competition on behalf of the district council. Following several rounds of negotiations, the award procedure was successfully concluded.

The contract was awarded to a market newcomer, a bidding consortium of two medium-sized companies from the adjacent markets of digital documentation and operations control systems. The bid not only exceeded the expectations of the public authorities in terms of quality, but the price was also well below the planned budget.
