Ministry of Transport and Infrastructure Baden-Württemberg: regional rail transport procurement

Until the end of 2016, the German state of Baden-Württemberg will re-award a number of local rail passenger transport networks and lots. At up to 150 vehicles per lot, the lines to be advertised for bids will require a large number of new vehicles. Some 83.9 million train kilometers are to be operated annually.
In order to attract a large number of vendors to participate in the bidding procedure, the state plans to use innovative vehicle financing models.

Our services

We are lead advisors to the Baden-Württemberg Ministry of Transport and Infrastructure on all passenger rail transport award procedures, developing vehicle financing models, designing bidding documents and contracts, and supporting the state-owned rail transport company in all procedural matters.
We also assisted the state in procuring the most favorable loans and in handling its dispute with DB Regio on the Comprehensive Operations Contract.
Our support led to the financially successful conclusion of the procedure on Network 3 b, Gäu-Murr, with about 3.5 million train kilometers/year and of the transition agreement with approximately 39 million train kilometers/year. Further procedures are to follow.
