Unfallkasse NRW - Administrative building

Unfallkasse Nordrhein-Westfalen is responsible for statutory accident insurance for companies and public bodies in North Rhine-Westphalia. It procured a new administrative building with office and seminar rooms for its administrative center and its Rhineland regional headquarter in Düsseldorf. For this purpose, it held a Europe-wide negotiation procedure with prior pre-qualification evaluation and placed high requirements on fire protection, building security, accessibility, energy efficiency, and sustainability.
 
Due to the high interest on the market, complaints and applications for review proceedings were already filed in the pre-qualification evaluation stage, but were successfully dismissed.
 
In September 2016, the contract was awarded to KK16 GmbH & Co. KG, which will construct a new building on a property purchased from the state capital Düsseldorf.

Our services

We advised Unfallkasse NRW comprehensively on matters pertaining to procurement law and contract law in the acquisition of the new administrative building. We structured the award procedure and advised the accident insurer at all stages of the process, including internal committee decisions and negotiation rounds with the bidders as well as the coordination with the state capital Düsseldorf.
