HEUKING facilitates digital transformation of Thuringia’s public health authorities
Thuringia Higher Regional Court has awarded the contract for developing software to support the digitalization of the state’s public health services.
A HEUKING team led by Dr. Laurence Westen successfully represented the Free State of Thuringia in the procurement review proceedings related to the digitalization of the Thuringian health authorities.
After delays due to a procurement review, the state of Thuringia – represented by the Thuringian Ministry of Social Affairs, Health, Labour and Family (TMSGAF) – has awarded the contract for the development of a centralized, web-based platform to support the digitalization of the state’s health authorities.
The contract was awarded in April 2025 to Nortal AG, whose bid ultimately prevailed following review proceedings across two instances.
The proceedings were triggered by a challenge from an unsuccessful bidding consortium, citing alleged legal irregularities in the award procedure. However, both the Public Procurement Chamber of the Free State of Thuringia and Thuringia Higher Regional Court sided with HEUKING’s legal arguments and dismissed the petition for review as inadmissible.
