Vocational school at a firm price: Heuking Kühn Lüer Wojtek advises District of Pinneberg on awarding the order for new construction

The District of Pinneberg is to get a new vocational school for about EUR 24 million. The order was awarded to Züblin AG, Bremen branch, which promised a firm price and a construction period of only 24 months. The European-wide negotiation procedure with prior participation competition was also completed in record time and without review procedures: hardly 10 months passed from publication to the award. A team led by Dr. Martin Schellenberg, Partner at Heuking Kühn Lüer Wojtek's Hamburg office, structured the procedure under procurement law and advised the district during implementation.
 
Planning, construction and "full maintenance" were awarded from one source. In awarding "full maintenance" for 10 years, particularly high-quality manufacture quality is to be guaranteed. On the basis of functional specifications, the bidders had to submit own drafts in the procedure, which were developed further during a negotiation process of several weeks jointly with representatives of the vocational school. The successful draft is particularly characterized by planning that is taking into account educational requirements and logistics processes for dismantling and new construction that are compatible with school procedures.
