Heuking Kühn Lüer Wojtek advises Rhine-Ruhr Transport Association on the Bidding for the Lower Rhine network

The Rhine-Ruhr Transport Association (VRR) issues a new Europe-wide invitation to bid on the Lower Rhine network (RB 33, RB 35), looking for a new operator of the RB 33 (section Wesel – Mönchengladbach) and RB 35 (Düsseldorf – Emmerich) lines as of December 2016.
 
In order to provide the requested transport services, the operator will need to procure 20 vehicles. The total order volume is several hundred million euro.
 
In addition, VRR considers reestablishing the cross-border regional transport to Arnheim and to extend routes to Bocholt. The routes covered comprise about 2.6 million train kilometers annually.
 
In this invitation to bid, VRR is again using the vehicle financing model developed jointly with Heuking Kühn Lüer Wojtek. "In the first three invitations to bid with this form of vehicle financing, it has been shown to promote competition and thus to lead to more favorable pricing," explained lawyer Dr. Ute Jasper. She and her team had already advised the Transport Association on developing the vehicle financing model.
 
In order to create additional incentives for bidders, VRR additionally subsidizes the construction of a depot and compensates the second-placed to fourth-placed transport companies for their efforts.
