Site of the former correctional facility Ulmer Höh’ in Düsseldorf is sold – Heuking Kühn Lüer Wojtek advises BLB NRW

The building and real estate management agency of the state of North Rhine-Westphalia (NRW BLB) is selling the Ulmer Höh’ correctional facility in Düsseldorf, a site of some 35,000 square meters. The property is one of the last large open spaces near the city center. The former buildings of the correctional facility will be torn down except for the prison chapel.
The state of North Rhine-Westphalia intends to create a mixed inner-city residential area on the property, with subsidized and privately financed housing. The future buyer is also asked to develop a "construction and residential group project" for the former prison chapel in consultation with North Rhine-Westphalia’s Ministry of Building, Housing, Urban Development, and Transport. The chapel had been heavily damaged by a fire in the spring of 2016, but because of its special importance the state wants it to be the only building of the correctional facility to remain on site.
Heuking Kühn Lüer Wojtek accompanies the project with Dr. Ute Jasper (Lead Advisor), Stephan Freund (Construction and Real Estate), and Dr. Isabel Langenbach (Public Procurement).
"Sales of public land require transparent competition," Jasper said. "The requirements of the state of North Rhine-Westphalia for the future buyer are a particular challenge, which must be implemented in drafting the sales documents and the contracts," added Langenbach.
The Public Sector & Public Procurement department has been one of the three best procurement law practices for years. Since 1991, it has advised on awards, restructuring, large-scale projects, and cooperations in the public sector and has accompanied several hundred large-scale projects of the federal, state and local authorities and their subsidiaries with a total volume of more than EUR 20 billion without any procedures having been successfully challenged.
Dr. Ute Jasper is one of the most renowned lawyers for procurement and infrastructure projects in the public sector. She advises federal and state ministries, municipalities, and businesses. Ute Jasper heads Heuking Kühn Lüer Wojtek's "Public Sector & Public Procurement" department. For years, she has been ranked number 1 in JUVE Handbook of Commercial Law Firms, most recently in its 2016/2017 issue, and according to "Law Firms in Germany," is the "premier contact on the market" for infrastructure. In October 2016, she and her team received the JUVE Award for Regulated Industries.
Dr. Isabel Langenbach, Mag. rer. publ. is a lawyer in the "Public Sector & Public Procurement" practice group.
